









I. THE LEAGUE A. The league shall consist of 8 teams. B. Teams shall play each other head-to-head for 14 weeks. Each team shall play opponents twice in a home-and-home series. C. The top four teams in the regular season qualify for the playoffs. First round matchups are as follows (held in week #15): No. 1 vs. No. 4 and No. 2 vs. No. 3. The winners of those two games shall advance to the GFL Super Bowl in Week 16 of the NFL regular season. D. If two teams end the regular season with the same record, the following tiebreakers shall be used: • Head-to-head record • Total points • Total points in Week #14, Week #13, etc… • Lowest draft pick in the first (non-keeper) round. E. In case three or more teams tie for a wild-card spot, we have adapted NFL tiebreakers: • Apply tiebreakers above to eliminate all but one team. • Head-to-head explanation… If three or more teams are tied, the combined record of each team against the other teams involved is used to break the tie. • If every team has the same record, move on to other tiebreakers, which in our case are total points, total points in Week #14 (etc…) and then lowest draft pick in the first (non-keeper) round. • Apply these rules to eliminate one team from the pool. Once that team has been eliminated, start back from the top to eliminate the other teams. For example, if team A, B, C and D were tied and the tiebreaker eliminated team A. Team B, C and D start back from the top. Let’s say team B is eliminated after that. Then you go back to the two- team tiebreaker system to break the team C and D tie. II. THE DRAFT A. The draft shall be conducted in person and will last 18 rounds. All offensive and defenses will be available in the same draft. The draft will be held Sunday, August 27 at 4 p.m. It is each owner's responsibility to make sure he can be present at that time or make alternative arrangements. B. Players will be able to retain one player from previous year’s roster (valid from Week #14 roster). C. Draft will be in reverse order of previous year’s finish for the first three rounds. Last place team gets the first place pick. Winner of the Super Bowl gets last draft pick in those rounds. Starting with the fourth round, the draft order is flipped upside down and continues through the 18th round in a serpentine fashion. Draft order will be printed out and handed out at draft meeting. D. In case of expansion, supplemental draft will ensue after 8 protected players are selected. One pick per team. Draft order will be determined by random draw. For the draft, expansion teams will be placed between non-playoff teams and playoff teams in reverse order of the supplemental draft. Draft order will be printed out and handed out at draft meeting. E. There is no position cap, allowing teams to draft as many players at each position as they wish. However, each team must start one quarterback, two wide receivers, one running back, one tight end, two flexible players (either a wide receiver or running back), a kicker and a defense. There will be no official waiver period between the draft and Week 1 of the NFL regular season, so teams must be able to start a lineup based on drafted players. F. All selections in the draft are final. Position eligibility will be determined by the website. G. Teams have two minutes to make a draft selection. If a team violates those two minutes, he shall be placed on probation. If a team is on probation and takes longer than 2 minutes to make a selection, he shall forfeit that pick and will receive a pick after the final pick in the 18th round as compensation. An official clock will be available in the draft room and the timekeeper shall notify the team when they have 30 seconds left. III. ROSTERS A. Rosters shall include 18 players. Any trades or free-agent pickups must include subsequent roster adjustments to keep the roster at 18. B. Each owner may carry as many or as few players as he desires at any position after the draft is completed. If an owner starts a player whose team has a bye week, he forfeits that position for the week. C. Position eligibility will be determined by Yahoo. D. Owners are encouraged to make an honest effort to start the best lineup possible, even if they are out of playoff contention. Should an owner fail to make a honest effort to start a competitive lineup, a vote can be held (must need all owners outside of the one in question to agree 100 percent). Should the seven other owners agree, the owner in question would forfeit his 4th round draft pick for 2007 season (in replacement, he will get an extra pick at the end of the draft). Should this happen on multiple occasions, the owner would forfeit his 5th round pick and so forth. IV. TRADES A. Trades may be made between two owners at any time during the season, until the trading deadline of 1 p.m. Eastern on the Sunday of Week 10 (Nov. 12). B. All trades are subject to review by the league. Any trade deemed ridiculous may be vetoed. At least 70 percent (in our case 6 teams) of the league’s owners must approve a veto for a trade to be nullified. Short-term trades to accommodate teams during bye weeks are strictly prohibited. C. Teams eliminated from playoff contention or with seven or more losses may not make trades. V. FREE AGENTS A. Free agents will be dispersed via a bidding process. Beginning after the draft, teams will be allowed to bid for any player that is not on a current roster. The commissioner will make a sealed bid by Monday at midnight. The remaining seven owners will submit bids to the commissioner at that point via email. The commissioner will post all bids Wednesday evening at 9 p.m.. Along with the bid, owners should indicate to the commissioner what player he would like to cut should he win the bidding process. B. The commissioner is responsible for placing free agents onto teams once the bidding process is over. C. Each team gets $100 (Monopoly style money) for the year and can make as many bids as they would like, keeping in mind they cannot go over the $100 and cannot make more than one bid for a given player in a week. D. Bids that exceed the player’s allotted money will be nullified. E. Minimum bid is $5. F. Matching bids… Should more than one team bid for a player, the lowest ranked team that placed a bid has the option of matching the winning bid to gain the player’s services. Only the lowest ranked team has this option to match a bid. G. Transactions are free after Wednesday at 9pm up until the start of the 1st game of the week. VI. SCORING A. The official statistics will come through Yahoo. B. Offensive scoring is as follows: • Touchdown: 6 points • Two-Point Conversion: 2 points • Interception: minus 2 points • Fumble Lost To Opponent: minus 2 points • Field Goal: 3 points (up to 49 yards), 5 points (50 yards and longer) • Extra Point: 1 point • 1 point per 25 yards passing. • 1 point per 10 yards rushing. • 1 point per 10 yards receiving. • ½ point per reception. C. Defensive/Special teams scoring is as follows: • Touchdown: 6 points. • Safety: 4 points. • Interception: 1 point. • Sack: 1 point. • Fumble Recovery (From Opponent): 1 point. • Blocked kick: 1 point. • Shutout: 14 points. • 1-6 points allowed: 10 points • 7-13 points allowed: 5 points. • 14-20 points allowed: 3 points. • 21-27 points allowed: 0 points. • 28-34 points allowed: -3 points. • 35 points or more allowed: -5 points. D. Offensive players do not receive credit for defensive statistics, and vice versa. E. Points for each team's 9 starters will be added together for the team's total in that week's game. As in regular football, the higher-scoring team wins. • A tie is a tie, except during the playoffs. If a tie occurs during the playoffs, the team with the best seed wins. VII. COST AND PRIZES A. Each owner must pay a $25 fee. B. Regular season winner gets $25. C. Team with the most points gets $25. D. Super Bowl losers gets $25. E. Super Bowl winner gets $100. VIII. WEEKLY PLAY A. Players can be started or benched based on whether Yahoo allows the move. Yahoo allows a player to be started or benched up until 5 minutes prior to that player’s game’s kick-off. IX. EXPANSION AND FUTURE RULE CHANGES A. Each year, the league will look at expansion. In order to expand the league to 10 or 12 teams, 75 percent of the existing owners (at this time 6) must agree. This year, the league agreed that expansion probably wasn’t a good idea. The following criteria was put forth to judge whether a potential owner is worthy of league entrance: 1) owner is committed to the league long term, 2) owner has distinct ties to most of the league or plans to live in the Raleigh area long term, 3) 8 original owners feel like prospective owners would work diligently to start a competitive lineup each week of the season. B. Each year, the league will also look at rules changes. In order to change a rule, 75 percent (again 6 owners) must agree to make the change. C. At this year’s draft (2006), we will put these rules into play. In order to approve this set of rules, a simple majority (5 owners) must be achieved. |
